Why the land plots for the SPS construction is a standalone product?

Because land preparation is a long and expensive process. There are problems of going through a series of confusing bureaucratic procedures, which, as a rule, significantly increase the risks.

 

Regardless of what type of station you are planning to build, preparing a complete package of documents for a land plot is a rather long and problematic procedure. Not every entrepreneur is morally ready to go through it, which, in principle, can influence the decision to build a facility.

Technical Specifications (TU)

Technical Specifications – are the technical requirements of the Transmission System Operator (TSO) and/or the Distribution System Operator (DSO), the fulfillment of which is necessary to connect the facility to the electrical grids. TS is a mandatory annex to the Agreement on connection to external electrical grids.

To obtain the Agreement and Technical Specifications at the TSO or DSO, you need to submit an application for the connection of an industrial solar power station.

The application contains the following data: customer information, schedule of power input, facility capacity, operating mode.

 

Together with the Application, it is necessary to provide the following documents:

  1. A copy of the document confirming the ownership or use of the land plot.
  2. Situational plan and a copy of the topographic and geodetic plan on a 1: 2000 scale, indicating the facility location.
  3. A copy of the power of attorney for the right to conclude contracts for a person who is authorized to sign contracts.
  4. Scheme of existing capacity distribution for the production of electrical energy and a single-line diagram of existing auxiliary/utility needs.
  5. A copy of single tax payer certificate or a copy of VAT certificate.

Technical specifications structure:

 

  1. The name of the facility and the Customer.
  2. Location, functional purpose, forecast year of putting the facility into operation.
  3. The existing permitted (connected) capacity, value of the maximum calculated (predicted) load, category of power supply reliability.
  4. Capacity commissioning schedule by years.
  5. Source of power supply.
  6. Capacity supply point.
  7. Connection point.
  8. The calculated value of the short-circuit current at the Customer's connection point.
  9. Predicted ownership demarcation point and operational responsibility.
  10. Technical requirements for the Customer's electrical installations.
  11. Technical requirements for the TSO/DSO electrical installations.
  12. Bank details of the Customer and TSO/DSO.

Electrical installation parameters

- load is up to 50 kW inclusive; - distance is up to 300 meters in a straight line from the place of capacity supply to the place of connection.

Customer Responsibilities

- filing an application for connection; - payment of the connection cost.

DSO Responsibilities

- preparation and release of technical specifications, which include requirements for the arrangement of a fiscal metering unit; - execution of design and estimate documentation (up to the connection point of the Customer's electrical installations); - execution of construction and installation works, commissioning works and putting into operation; - arrangement of the metering unit (s).

Financing

is 100% of the Customer's funds in the form of connection fees.

Non-standard connection

Electrical installation parameters (one of the parameters)

- load exceeds 50 kW; - distance is over 300 meters in a straight line from the place of capacity supply to the connection place; - voltage level at the connection point differs from the voltage at the power supply point; - connection of electrical installations intended for the production of electrical energy, regardless of the installed capacity, is a non-standard connection.

Customer Responsibilities (subject to the connection to the DSO)

- filing an application for connection; - development and coordination of design and estimate documentation (in particular, the linear part of the connection, subject to the Customer's independent design of the linear part); - construction and installation work from the connection point to the facility; - payment of the connection cost.

DSO Responsibilities

- preparation and release of technical assignment for design and TS as well as the provision of the necessary initial data for the design of the linear part by the Customer and determination of the nearest point in existing electrical grids or an alternative connection point; - development and coordination of the design documentation (except for the linear part of the connection or with the linear part in the case of its implementation by the DSO); - execution of construction and installation works, commissioning works and putting into operation of the electrical installations to the point of connection of the Customer.

Financing

Is 100% of the Customer's funds in the form of payment for connection fees (taking into account the withdrawal of the Customer's expenses for the implementation of the corresponding design work).

Customer Responsibilities (subject to the connection to the TSO)

- filing an application for connection; - FS development (if necessary); - development and coordination of design and estimate documentation (for the construction of electrical grids for external power supply of the Customer's electrical installations); - construction and installation work from the point of connection to the facility; - payment of the connection cost.

TSO Responsibilities

- determination of the capacity supply point of the Customer's facility; - preparation and release of technical assignment for design and TS; - design documentation coordination developed by the Customer; - execution of construction and installation works, commissioning works and putting into operation of the electrical installations to the point of connection of the Customer.

Financing

Is 100% of the Customer's funds in the form of payment for connection fees (taking into account the withdrawal of the Customer's expenses for the implementation of the corresponding design work).

All electrical energy producers (in accordance with the current legislation) belong to the corresponding generating units:

  • A type - connection point with voltage below 110 kV and capacity up to 1 MW inclusive;
  • B type - connection point with voltage below 110 kV and capacity from 1 MW to 20 MW inclusive;
  • C type - connection point with voltage below 110 kV and capacity from 20 MW to 75 MW inclusive;
  • D type - connection point with 110 kV voltage and higher. A generating unit is also belong to the D type if its connection point has a voltage below 110 kV and a capacity is above 75 MW.

The types of generating units are taken into account when drawing up the Technical specifications.

Change of legislation on "green" tariff and introduction of auctions. Content of the law №8449-d of April 25, 2019

In 2011, in order to maintain and develop the electrical energy industry based on renewable energy sources, a “green” tariff was introduced in Ukraine – an overrate for the e/e purchase from solar and wind power stations.

 

The tariff was supposed to be valid until 2030, but in 2019 a new law limiting payments under the “green” tariff came into force.

 

The new law and amendments to it should create competitive conditions for all energy market players (individuals and legal entities). The law lowers the green tariff within 4 years (from 2020 to 2024) and introduces auctions for the electrical energy sale to the state from RES.

In the 1st reading, the RES law was adopted as early as in 2018. In the 2nd reading, some amendments and details were introduced into it. All changes will take place in stages from the beginning of 2020.

Why are auctions being introduced?

The fixed tariffs are canceled, and the mechanisms of market competition determine the prices for the generated energy that are profitable for producers and acceptable for the Regulator.

Who will participate?

A WPS with a capacity of more than 5 MW and a SPS with a capacity of more than 1 MW + bank guarantee (5 euros / 1 kW) + land ownership must be confirmed + contract with electrical grids.

How often are the auctions held?

Twice a year (October / April).

Where it will be held?

Electronic trading system ProZorro.

How is the winner determined?

According to the lowest rate offered. The visibility of rates is closed until the announcement of the results.

What does the auction winner get?

The producers who set the lowest price will receive a contract for the construction of a SPS for 2 years and a WPS for 3 years, respectively. In case of failure to meet the deadline, the producer loses his guarantee.

Will there be a government support?

The amount of support will be set annually on December 1 by the Cabinet of Ministers of Ukraine (based on the annual indicators of energetics development in the green sector).

The existing in Ukraine today system for supporting RES facilities will exist until 2030, unless new amendments are adopted.
